1. What is HPP Forum

HPP Forum is the primary discussion layer of the HPP DAO.

It serves as the starting point for all governance-related activities, where ecosystem participants can propose ideas, share feedback, and refine initiatives before they are elevated to formal decision-making.

The Forum is designed to:

  • Enable open and transparent discussion across the HPP ecosystem

  • Facilitate the development of governance proposals

  • Provide a structured environment for community-driven decision-making

  • Act as the entry point to the HPP governance lifecycle

HPP Forum does not execute decisions.
All formal decisions are made through the Voting Layer (HPP Agora).

2. Discussion Lifecycle (Forum Layer)

All governance activities within the Forum follow a structured discussion lifecycle.

  • Idea Submission

    • Any participant may initiate a discussion by sharing an idea, suggestion, or proposal draft

  • Open Discussion

    • Community members provide feedback, raise concerns, and suggest improvements

    • Iteration is encouraged to refine clarity and feasibility

  • Signal Formation

    • The discussion converges toward a general direction or consensus

    • Key considerations, trade-offs, and potential impacts are identified

  • Proposal Readiness

    • Once the idea is sufficiently refined, it may be submitted as a formal proposal

    • The proposal is then moved to the Voting Layer (HPP Agora) for decision-making

The Forum operates as a space for alignment, not execution.
Only proposals that have undergone sufficient discussion should proceed to voting.

3. Proposal Template (Recommended)

To ensure clarity and consistency, contributors are encouraged to follow the structure below when submitting proposals.

This template is recommended but not mandatory.

    • A clear and concise description of the proposal

  • Summary

    • A brief overview of the proposal and its intended outcome

  • Motivation

    • The problem or opportunity this proposal addresses

    • Why this proposal is necessary for the HPP ecosystem

  • Proposal

    • Detailed description of the proposed changes or actions

    • Implementation approach (if applicable)

  • Impact

    • Expected benefits and potential risks

    • Consideration of ecosystem-wide effects

  • Next Steps

    • Outline of the process following approval

    • Execution considerations

Proposals that are structured clearly are more likely to receive meaningful feedback and progress through the governance process efficiently.
